Why You Cannot Buy a Ragdoll Kitten at a California Pet Store

California changed how purebred kittens are sold, and most buyers still do not know it.

AB 485, the Pet Rescue and Adoption Act, took effect on January 1, 2019 and made California the first state to ban the retail sale of companion animals. A California pet store cannot sell a dog, cat or rabbit unless the animal came from a public animal control agency, a shelter, or a rescue group with a shelter cooperative agreement. Stores must keep source records for at least a year and post the source on each enclosure. A violation carries a $500 civil penalty per animal.

The law does not ban breeders. It closes the retail channel. Responsible breeders selling directly to families are explicitly unaffected, and California’s Polanco-Lockyer Pet Breeder Warranty Act already sets standards for breeders operating in the state.
