What Florida Law Requires When You Buy a Ragdoll Kitten

This is where Florida differs from most states, and it is worth knowing before you send anyone a deposit.

Florida’s Pet Law, Section 828.29 of the Florida Statutes, requires that a dog or cat sold in Florida be accompanied by an Official Certificate of Veterinary Inspection. The OCVI documents that a licensed veterinarian examined the animal and found it free of signs of contagious disease, and it records the vaccination and deworming record. A Florida buyer is entitled to that document as part of the sale, not as an optional extra.

On top of that, a cat entering Florida from another state needs an OCVI issued within 30 days of entry, plus proof of current rabies vaccination once the cat is three months of age or older.

Two things follow from this. First, any Florida seller who cannot produce an OCVI is either not complying with state law or is not actually in Florida. Second, a kitten flying into Florida from an out-of-state breeder needs paperwork on both counts, which is why every kitten we place into Florida travels with a current OCVI already in hand. A kitten offered well under $800 in Florida deserves a hard question about the OCVI. At that price the parents have rarely been cardiac-screened, and the seller often cannot produce the certificate Florida requires.

Plan around summer heat. Florida arrivals between roughly May and September run into airline heat embargoes, which restrict live-animal cargo when ramp temperatures exceed carrier limits.
